Controlled substances and SNGPC
Controlled substances recorded entry by entry, from the books to SNGPC.
Lívia, an AI agent, records the inflows and outflows of Portaria 344/98 substances with the lot and the prescription, builds the books and balance reports for the period and prepares the SNGPC submission. The responsible pharmacist checks the books and confirms the transmission.

The controlled-substances agent
Lívia records. The pharmacist checks and confirms.
Lívia Campos enters every inflow and outflow of a controlled substance from lot-based inventory and the prescriptions, with the list the catalog already flags on each product. She builds the books and balance reports for the period and prepares the SNGPC file. Anything that does not add up, she points out before submission.

Prepares the controlled-substance registers and the period’s balance reports
Organizes the SNGPC submission and points out what is blocking transmission
Prepare the SNGPC file for the Downtown Branch.

The file for 10/14 to 10/16 is ready: 2 lot inflows from list C1, with the manufacturer’s lot, and 5 outflows, each with the retained prescription and its number in the General Prescription Book. The recorded balance of each lot matches inventory. Check and confirm so I can transmit it to SNGPC.
Illustrative example.
Record-keeping
Every inflow and every outflow, with the lot and the prescription.
The list comes from the catalog
The catalog already flags each product’s Portaria 344/98 list. When that product comes in, is compounded or goes out, the entry goes into the controlled-substance records.
Inflow with the manufacturer’s lot
Receiving a controlled raw material records the invoice, the supplier and the manufacturer’s lot, as SNGPC requires for raw materials.
Outflow with the prescription
Each outflow is linked to the retained prescription or prescription notification. The registration number in the General Prescription Book comes out ready to write on the back of the paper prescription.
Losses and transfers
Compounding losses, quality control samples and transfers between branches are also recorded, each with the lot and the reason.
Correction by reversal
Nothing is deleted. A wrong entry is reversed and corrected on top, with the date and who corrected it.
Quantity with no assumed factor
The quantity is recorded in the product’s unit. Converting g to mL or IU uses only the product’s or the lot’s factor; without a factor, the conversion is rejected.
Books and balance reports
The books and balance reports come from the records.
At the end of each period, Lívia builds the books and balance reports from the entries, with no retyping. The balance report comes out as recorded, with no correction-factor adjustment. The responsible pharmacist checks and confirms.

SNGPC
From the entry to the file sent to Anvisa.
Since January 2026, submission to SNGPC is once again mandatory nationwide for medicines and raw materials under special control. Lívia prepares the file within the 1 to 7 day window the rule requires.
01
Lívia prepares the file
She gathers the branch’s inflows, outflows, losses and transfers into the file for the period, even when there was no movement.

02
She points out what blocks submission
Before submission, she checks the file and points out what is missing: an inflow without the manufacturer’s lot, an outflow without a prescription, a balance that differs from inventory.

03
The pharmacist confirms submission
The responsible pharmacist checks and confirms. The transmission uses the branch’s SNGPC credentials, and the submission status is recorded for the period.
The decision is the pharmacist’s
What stays with people
Lívia prepares. The pharmacist is accountable.
01
Check the books
The responsible pharmacist is accountable for record-keeping. The period’s books and balance reports only close after the pharmacist checks and confirms them.
02
Confirm the transmission
The file only goes to SNGPC with the responsible pharmacist’s confirmation. The SNGPC credentials are stored separately, outside the regular fields of the branch’s sanitary dossier.
03
Decide the correction
When the recorded balance does not match inventory, Lívia shows the difference. The pharmacist decides the correction, and it goes in as a new entry, without deleting the previous one.
